The Ministry of Petroleum and Mineral Resources, through the TL-EITI Secretariat, organized a four-day training course (November 17-20, 2025) for TL-EITI Secretariat staffs, also were participated from several directions of Ministry of Petroleum and Mineral Resources. This activity conducted in the municipality of Baucau, Baucau Vila Administrative Post, in the suco of Bahú, with the theme “Dezenvolvimentu Kuñesimentu Funsionariu Sekretariadu TL-EITI iha Area Finansas (Mining & Petroleum Revenue, Volume Taxa, OGE)”. Based on the change of EITI standards and additional staffs in TL-EITI Secretariat, every year the TL-EITI Secretariat provides budget to improve the knowledge of staffs based on the implementation of EITI standards in Timor Leste.

The objective of this program is to improve knowledge of the TL-EITI secretariat staffs related to the services performed by the secretariat, promote transparency and accountability in the use of state revenues to contribute effectively and efficiently to the development of the country. During the training, all participants learned about the area of ​​Finance specifically in revenues and expenditures such as, types of revenues (taxes, FTP, profits, fees) collected from the extractive industries (Oil, Gas and Minerals) according to its applicable legal frameworks, types of contracts that exist and mechanisms to share holders available to analise data on revenues in the extractive industries (Oil, Gas and Minerals), the process and plan implementation for each year’s budget and expenditures according to categories and headings.

The four-day activities were officially opened by Mr. Jaime da Costa Mesquita, National Director of MPRM (representing the Ministry of Petroleum and Mineral Resources), with the participation of the local government (Administrator of the Administrative Post of Baucau Vila – Head of the Bahú Suco), religious representatives, F-FDTL and PNTL.

The total number of participants in the training activity were 55 staff members of the TL-EITI Secretariat, including staff from the several directions of the Ministry of Petroleum and Mineral Resources, comprising 28 women and 27 men. The activity was carried out with the state budget allocated to the TL-EITI secretariat.
