Jakarta, Indonesia, 14–16 October 2025 — The Extractive Industries Transparency
Initiative (EITI) International Secretariat, in collaboration with EITI Indonesia and with the
support of the Swiss State Secretariat for Economic Affairs (SECO) through the “Disclosures
that Matter” program, held the Asia Regional Workshop on State-Owned Enterprise (SOE)
Transparency and Data Use in Jakarta, Indonesia, from 14 to 16 October 2025.
The workshop brought together representatives from eleven EITI implementing countries
across Asia and Eastern Europe, including Albania, Indonesia, Kazakhstan, Kyrgyz Republic,
Mongolia, Papua New Guinea, Philippines, Solomon Islands, Tajikistan, Timor-Leste, and
Ukraine. The discussions focused on strengthening understanding of SOE-related
disclosure requirements under the 2023 EITI Standard, improving data use, and promoting
good governance in the extractive industries.
Timor-Leste was represented by Ms. Emília dos Santos de Jesus, National Coordinator of
Timor-Leste EITI, together with representatives of multi-stake holders working Group
(MSWG) from Timor GAP, Murak Rai Timor, Autoridade Nacional do Petróleo (ANP),
Ministry of Finance (TL Tax Authority) and representative of Civil Society.

During the workshop, participants engaged in a series of technical sessions, peer-learning
discussions, and case studies that covered financial and non-financial disclosure of SOE
data, beneficial ownership transparency, and quasi-fiscal expenditures. They also received
practical training on using data analysis and visualization tools, including Google Looker
Studio, to interpret SOE data effectively. Sessions explored strategies for systematic
disclosure and approaches to improve governance in SOEs. In a dedicated session for
National Coordinators, Ms. de Jesus actively participated in discussions on the role of
national secretariats in promoting reform, enhancing data quality, and fostering
collaboration among government agencies, SOEs, and civil society organizations.
The event highlighted good practices from countries such as Indonesia and Mongolia,
where SOEs regularly publish audited financial statements and sustainability reports,
demonstrating how transparency reinforces accountability in the extractive sector. Timor
Leste’s active participation in the workshop reaffirmed the country’s ongoing commitment
to transparency, accountability, and responsible management of its natural resources. The
knowledge and lessons gained from this regional exchange will contribute to strengthening
TL-EITI’s institutional capacity and improving the implementation of the 2023 EITI
Standard at the national level.
