Brussels, Belgium | 5-9 October 2026
Timor-Leste participated in the Extractive Industries Transparency Initiative (EITI) Global Conference 2026, held in Brussels, Belgium, from 5 to 9 October 2026. The conference brought together representatives from implementing countries, governments, civil society, industry, development partners and international organisations to exchange experiences and discuss ways to strengthen transparency, accountability and governance in the extractive sector.
The Timor-Leste delegation included the Minister of Petroleum and Mineral Resources, H.E. Francisco da Costa Monteiro, the TL-EITI National Coordinator, Emilia dos Santos de Jesus, members of the Multi-Stakeholder Group (MSG), representatives of relevant government institutions, civil society and the TL-EITI Secretariat.
Timor-Leste Contributes to Global Discussions
During the conference, the Minister of Petroleum and Mineral Resources participated as a speaker in the Leadership Forum and in a session addressing energy security in Southeast Asia. These discussions provided opportunities to exchange perspectives on the role of transparency, responsible resource governance and regional cooperation in responding to challenges affecting the extractive sector.
The Timor-Leste delegation also participated in various thematic sessions and peer-learning activities covering key issues, including domestic revenue mobilisation, mineral supply chain transparency, anti-corruption efforts, environmental transparency, community participation, state-owned enterprise transparency, and the use of data and artificial intelligence to improve extractive sector governance.
Showcasing Timor-Leste’s EITI Implementation
At the EITI Impact Hub, Timor-Leste presented information on its EITI implementation progress, achievements and challenges through a dedicated display featuring a TL-EITI roll-up banner.
The country’s participation also highlighted Timorese coffee, including Arabica, Robusta and Híbrido de Timor varieties, as well as Kafé Atsabe and Letefoho Specialty Coffee. This initiative, supported by MSG members representing institutions including TIMOR GAP, ANM, MRT and civil society, provided an opportunity to showcase Timor-Leste’s local products and encourage exchange among conference participants.
The Impact Hub served as a space for networking, knowledge-sharing and the presentation of country experiences, allowing participants to learn from one another and explore practical approaches to strengthening transparency and accountability.
Strengthening National Priorities and Future Implementation
The conference provided valuable opportunities for the Timor-Leste delegation to exchange experiences with other EITI implementing countries and learn from international practices in natural resource governance.
The discussions highlighted the importance of improving systematic disclosure of extractive sector information, strengthening multi-stakeholder engagement, promoting community participation and ensuring that transparency contributes to better public accountability and national development.
The experiences and lessons gained during the conference can inform Timor-Leste’s ongoing EITI implementation, including efforts to improve data disclosure, strengthen stakeholder collaboration and prepare for the country’s next EITI Validation.
Through its participation, Timor-Leste reaffirmed the importance of the EITI as a platform for dialogue and cooperation among government, industry and civil society in promoting transparent and accountable management of the country’s natural resources.
