The Ministry of Petroleum and Mineral Resources (MPRM), through the Timor-Leste Extractive Industries Transparency Initiative (TL-EITI) Secretariat, in collaboration with the Multi-Stakeholder Group (MSG), organized a workshop to disseminate the 2023 TL-EITI Report ( Hametin Transparensia Akuntabilidade no Jestaun Sustentavel husi rekursus estrativa iha Timor-Leste) in Manatuto Municipality (Natarbora)– Timor-Leste on July, 9, 2025. The dissemination formed part of the Ministry’s ongoing program and fulfilled EITI Requirement 7.1, which aims to ensure that the public has access to information regarding the management of the country’s natural resources and to promote dialogue on transparency and accountability in accordance with the EITI Standard 2023. The event was also covered by several local media outlets, including RTTL, Other relevant institutions also publish information on their Facebook pages, such as SERVE, TIMOR GAP, and the Secretariat TL-EITI.

The Government of Timor-Leste remains committed to continuing the dissemination of the TL-EITI Report across all municipalities. This initiative responds to the recommendations made during the 2022 EITI Validation, particularly those related to Requirement 7.1, which emphasizes effective public outreach and stakeholder engagement.

The 2023 TL-EITI Report is the tenth (10th) report prepared by the Independent Administrator, Ernst & Young Audit & Associates – SROC, in accordance with the EITI Standard 2023. According to the report, total government revenue from the extractive sector decrease to USD 426.7 Million, compared with the revenue reported in 2022. The report covers 32 Extractive Companies (including subsidiaries) and 19 Subcontractors operating in Timor-Leste.

In addition to the EITI Standard disclosures, The report has expanded its coverage of the mining sector by including additional information, reflecting the sector’s increasing importance and its potential contribution to Timor-Leste’s economic development.

The workshop was attended by more than 200 participants, including representatives from Students of Secondary Schools, the Private Sector, Veterans, Non-Governmental Organizations (NGOs), Political Parties, Local Government Institutions, the National Police of Timor-Leste (PNTL), Religious Organizations, Local Communities, People with Intellectual Disabilities.

Presentations were delivered by the MSG Members, representatives of the ANP, ANM SERVE, TIMOR GAP, BCTL, MoF (ATTL), Civil Society Organization and the TL-EITI Secretariat. (The speakers’ presentation)
