The Ministry of Petroleum and Mineral Resources (MPRM), through the Timor-Leste Extractive Industries Transparency Initiative (TL-EITI) Secretariat, in collaboration with the Multi-Stakeholder Group (MSG), conducted a workshop in Atabae, Bobonaro Municipality, on 23 July 2025, to disseminate the 2023 Fiscal Year TL-EITI Report, entitled “Strengthening Transparency, Accountability, and Sustainable Management of Extractive Resources in Timor-Leste.) (Hametin Transparensia, Akuntabilidade no Jestaun Sustentavel husi Rekursus Estrativa iha Timor-Leste.” Tetum Version)
This dissemination event was part of the Ministry’s ongoing outreach programme and contributed to the implementation of EITI Requirement 7.1, which seeks to ensure public access to information on the management of the country’s natural resources and encourage informed dialogue on transparency and accountability, in line with the EITI Standard 2023.
The 2023 fiscal year TL-EITI Report, the tenth (10th) report prepared by the Independent Administrator, Ernst & Young Audit & Associates – SROC, in accordance with the EITI Standard 2023, indicates that total government revenue from the extractive sector decreased to USD 426.7 Million, compared with the revenue reported in 2022.
The report encompasses 32 Extractive Companies (including subsidiaries) and 19 Subcontractors operating in Timor-Leste. Notably, the report has expanded its coverage of the mining sector by including additional information, reflecting the sector’s increasing importance and its potential contribution to Timor-Leste’s economic development.
Representatives from various institutions attended the event, including MPRM, ANP, ANM, TIMOR GAP, Murak Rai Timor, the Tax Authority, SERVE, the Central Bank of Timor-Leste, the Directorate of State Budget Planning (OJE), local authorities, private sector representatives, veterans, youth, students, academics, religious leaders, organizations of persons with disabilities, LGBT representatives, political parties, and community members.
The event was disseminated through the Facebook pages of several institutions, including TIMOR GAP, E.P. and the TL-EITI Secretariat.
